5.3 Third-party providers. Some Services depend on third parties such as banks, mobile network operators, billers, remittance partners and technology vendors. Paysey Pay selects them with due diligence and requires them by contract to protect your data. Their systems may be subject to outages outside our control (see Section 18).

5.4 New Services. Paysey Pay may add Services over time. New Services may carry additional terms, which will be shown to you in the App before you use them.

6. Wallet Access and Security

6.1 Your wallet is protected by layered security, which may include registration of your device, a PIN you choose, one-time passwords (OTP) sent by SMS or in-app notification, biometric authentication (fingerprint or face) where your device supports it, and extra verification for high-value or unusual transactions.

6.2 Keep your credentials secret. You are responsible for keeping your PIN, OTP, biometric settings and device secure. Never share your PIN or OTP with anyone — including family members, Agents, or people claiming to be Paysey Pay staff. Paysey Pay will never ask you for your PIN or OTP.

6.3 Protect your device. Use a device lock, keep the App and your phone software up to date, and do not use the App on rooted, jailbroken or otherwise compromised devices or on untrusted networks.

6.4 Lost, stolen or compromised. If your phone or SIM is lost or stolen, or you suspect someone has accessed your wallet, you must immediately contact the Paysey Pay hotline +93 706 555 333 or in-app support so we can block access. Once we have confirmed your report, you are not responsible for unauthorized transactions that occur afterwards, unless you acted fraudulently.

6.5 Authorization. A transaction authorized with your correct PIN and/or OTP is treated as authorized by you, unless you prove it resulted from our error or a system failure.

7. Wallet and Transaction Limits

7.1 Paysey Pay applies the maximum limits set by DAB. The principal limits applicable to customers are:

Limit Maximum
Maximum e-money balance in an individual customer’s wallet AFN 500,000
Maximum e-money balance in a business customer’s wallet AFN 2,000,000
Transfer from one individual to another individual AFN 50,000 per transaction, up to 10 transactions per day
Transfer to a person not registered with Paysey Pay, through an Agent AFN 25,000 per transaction
Transfers between individuals and businesses, and payments from or to government entities and international organizations As set by DAB and shown in the App for your wallet type

7.2 How daily limits work. The number of transactions is set by reference to the maximum amount. If a transaction is smaller than the maximum, more transactions may be made, but the total for the day cannot exceed the maximum amount multiplied by the maximum number of transactions allowed.

7.3 Lower or tiered limits. Paysey Pay may apply lower limits depending on your KYC level, wallet type, risk rating, transaction behaviour, regulatory directives or technical conditions. Your current limits are shown in the App. Paysey Pay will not apply limits above DAB maximums.

7.4 Agents and Merchants. The balance limits above do not apply to Agents and Merchants acting in that capacity, as they are not treated as ordinary customers under the EMI Regulation.

7.5 Large cash transactions. Cash transactions at or above the threshold set by law (currently AFN 50,000, including related transactions over consecutive business days as the law prescribes) are recorded and reported to the competent authorities as required.

8. Fees and Charges

8.1 Paysey Pay’s fees are shown in the in-app Fee Schedule and displayed to you before you confirm each transaction. Charges are calculated by the Paysey Pay system. Agents and Merchants are not permitted to charge you anything beyond the amounts shown by the system.

8.2 Changes to fees. Paysey Pay will give you notice of any fee change in the App, by SMS or by other channels under Section 15 at least 15 days before it takes effect, where practicable. If you do not accept the change, you may stop using the Services and redeem your balance before the change takes effect.

9. Using Agents and Merchants

9.1 Use only genuine, authorized Paysey Pay Agents. Check that the Agent displays Paysey Pay branding, licence and fee information, and that the Agent’s ID and number appear in Paysey Pay’s public Agent listing available in the App or from customer support.

9.2 Agents provide only the services stated in their contract with Paysey Pay. Agents may not lend money, hold your funds outside the Paysey Pay system, determine your eligibility for products, or share your personal information.

9.3 Do not hand your phone, PIN or OTP to an Agent. Always confirm the amount, recipient and fee shown on your screen and keep the confirmation message or receipt.

9.4 Report any Agent who overcharges, refuses service without reason, asks for your PIN or OTP, or behaves suspiciously to the Paysey Pay hotline or in-app support. Paysey Pay investigates all such reports.

10. AML/CFT, Sanctions and Regulatory Compliance

10.1 Risk-based due diligence. Paysey Pay applies Customer Due Diligence on a risk basis. We assign each customer a risk rating, may request additional information or documents (including source of funds), and apply Enhanced Due Diligence to higher-risk customers, politically exposed persons (PEPs) and unusual activity. You agree to respond promptly to such requests.

10.2 Sanctions and watchlist screening. Customers, beneficiaries and transactions are screened at onboarding and on an ongoing basis against the United Nations Security Council sanctions lists and other sanctions, PEP and designated-person lists that apply to Paysey Pay under law, regulation or contractual obligation. A match may result in refusal of service, restriction of the wallet, freezing of funds, or termination of the relationship, as required by law.

10.3 Transaction monitoring. Paysey Pay monitors transactions continuously, including patterns such as structuring, rapid movement of funds, use of several wallets, or allowing others to control your wallet.

10.4 Suspicious activity reporting. Where Paysey Pay suspects money laundering, terrorist financing, proliferation financing, fraud, sanctions evasion or other unlawful activity, it is legally required to report to FinTRACA, DAB and other competent authorities. We may do so without notifying you, and the law prohibits us from telling you that a report has been or may be made (“tipping-off”).

10.5 Freezing and holds. Paysey Pay may freeze, hold, restrict or close a wallet or transaction for as long as necessary to comply with the law, a court order, or a directive of DAB, FinTRACA or another competent authority.

10.6 Your consent. By accepting this Agreement, you acknowledge and agree to these measures and to the sharing of your information with regulators and competent authorities as described in Section 14.

11. Acceptable Use and Prohibited Activities

You must use the Services only for lawful purposes. You must not use your wallet, directly or indirectly, for any of the following:

  • Money laundering, layering or concealing the proceeds of crime;
  • Financing of terrorism or support to terrorist or sanctioned persons, entities or jurisdictions, or evading sanctions;
  • Fraud, identity theft, account takeover, phishing, social engineering or any form of deception or impersonation;
  • Splitting transactions to avoid limits or reporting thresholds (structuring);
  • Allowing another person to operate your wallet, or operating wallets on behalf of others as an unauthorized intermediary (including using a personal wallet to run an unlicensed money-service or hawala business or to process third-party payments);
  • Trade in narcotics, weapons, human trafficking or other illegal goods or services, and gambling or betting prohibited by Afghan law;
  • Opening multiple wallets to circumvent limits or controls;
  • Tampering with, reverse-engineering or attacking the App or Paysey Pay systems, or introducing malicious code;
  • Any activity that violates Afghan law, DAB regulations or this Agreement.

12. Paysey Pay’s Rights

To the extent permitted by law and DAB regulation, Paysey Pay may:

  • Decline any application or transaction, including where required for AML/CFT, sanctions, fraud or risk reasons;
  • Suspend, restrict, block or impose limits on a wallet, a transaction or particular features, for example where it suspects fraud or unauthorized access, where KYC is incomplete or outdated, or where you breach this Agreement;
  • Freeze or hold funds where required by law, a court order or a regulatory directive, or where reasonable grounds exist to suspect unlawful activity;
  • Reverse or correct transactions made in error, duplicated, fraudulent or non-compliant, to the extent permitted by law;
  • Request updated identification, source-of-funds or other information at any time; and
  • Close a wallet under Section 20.

Where we restrict your wallet, we will, where the law allows and it does not compromise an investigation or breach tipping-off rules, tell you the reason and how to resolve it. Funds that are lawfully yours remain yours and will be returned to you after the restriction ends, unless the law directs otherwise.

13. Your Responsibilities

You agree at all times to:

  • Provide accurate, complete and truthful information at registration and during ongoing due diligence, and update it promptly when it changes;
